Report a translation problem
Majima only fights Nishitani. It was a fair 1 vs 1 match. They become kind of friends after the fight lighting a cigarette together. Majima had no reason to fight all of them.
And Nishitani's henchmen are all non existent when Nishitani is shot.
The writers forgot about the henchmen there with him. There's nobody else in the cell.
I just got through this part too and game has some holes.
I'm especially bothered by how easily everyone recovers from gun shots.

Also if you rewatch the main cutscene, the men are nowhere to be seen, as if they were never there....
You go to Kiryu's story and when you get back Sagawa's just trotting around and swinging a bat at Majima like he was never shot. The hand injury is one thing but you're not waltzing around like that after being shot in the back...I had to rewatch the explosion scene just to make sure I was remembering it right. Found that to be a bit of a baffling omission...almost like they added him getting shot to the plot after they animated the scenes after it.
