Do I need to beat the Electronics King's
5m score on Out Run for the 100%? I was thinking of just grinding to 90% because the race is difficult and if I can avoid it I will.

you dont need to beat any of them, you will lose 10% which you can regain through money battles

You don't have to beat the Electronic King's score during his mission, but you will have to do 5 million in Outrun for the 100% eventually. Just remember, if you do it against the Electronics King, it will not count for your completion list, so you'd have to do it again.
