This named and unique-faced NPC appears in Sotenbori's Maharaja disco club, but i cannot for the life of me figure out what she is supposed to do beyond sell drinks. AFAIK, there is almost never a unique NPC in Yakuza 0 that does not also serve an additional function (usually a quest).

She's based on an adult actress I believe so even if her actual role is quite small she should have 3 telephone cards and a video you can watch.
The girl you can play pool at Vincents with is kinda similar aswell.
