Question
How to earn a lot of money. Let me remind you that I forgot in Chapter 4 to build a weapon for this guy with cash. I will defeat him, but I spend too much time. Does anyone know the way to big money in a short time.

Mr. Shakedowns is your best bet. Just learn their move set and fights with them becomes very easy. Don't forget about encounter finder.
In chapter 5, you can start your Real Estate and grind money there for Kiryu.
In chapter 7, you start cabaret club management and earn money for Majima.

I've gotten a few diamond plates (worth 100,000,000) just rescuing bystanders.

I received only one in around 30 encounters. Ruby plates are more common 5 in 30.

Totally agree with this. Also if you focus on the Real Estate a bit and unlock your brawler fully. (It's pretty fast), your drunken abilities will make Mr. Shakedown basically a walking bank for you.

What I did was keep fighting Shakedown, with Rush (the dodging really helps early on) until he started carrying around a billion plus on him. After that is when I started focusing on the property business. This should give you a ton of seed money to where you will be able to burn through the territories pretty easily. Once I got three down and had a few good properties in the gambling king's area, I started buying out the last of the brawler abilities.

You'll easily be making a few hundred million when you collect each time.

By chapter 6, Mr Shakedown will be the happiest sight you see.

Can I ask how come? Are there some key abilities which make your life easier? I saw some of them, but wasn't particularly impressed.

For example, Drankards Secret (Great Tiger) give huge damage boost for being drunk. (Lower you health, more damage you will deal), Brawl Mastery (Unyielding)-when you receive a fatal hit, your heat will annulled, and you will keep standing with 1 HP (you can use your medicine to bring yourself back, +this ability have infinite charges as long as you have 3 heat bar, when receiving a killing hit.).
Drunkards secret (Mean drink)- you will gain heat when attacked while drunk.

Caroser is nice, but you should be drunk and in full health. You will deal more damage with Heat actions.

Also make sure to complete the Mr Johnsons subquests to get the Encounter Finder (essential tool for easy and fast Shakedown farming).

If you complete Kamurocho Real Estate, maxed out with or without advisors youll be easily pulling out close to a billion yens every so often (make sure to have the business upgrades maxed out at the shrine, youll be thankful that you did.)
The drunken abilities, things like counter strike, even the basic health and stat boost all make Shakedown a lot easier to handle.

I also noticed a bigger return if I lost to Mr. Shakedown once, then tracked him down again.

I actually complete all the real estate side quest by the end of chapter 6. With that I unlocked all of the abilities and still had 60 billion to spare.

Its called "Mr. Shakedowns deeper pockets" CP reward. You will receive 1,5 of Shakedowns money if you have it.

I'm on my way of unlocking different buildings, but the prices are a bit steep right now. What I'm doing as of now is buying every shop I, farm money, rinse and repeat.

The real issue is that I don't have many npc working for me with good stats.

Speaking of CP, I believe that in order to unlock everything, you must complete everything in the completion list, right?

try and scour around town, do the subquests, since some of them will add additional people to your crew for the real estate minigame (as well as when you defeat any of the Billionaires, of course)
