assistance with Majima and his thug counter

to use majimas counter on thug, (the one where he dodges and chops the neck) I need to hold RB to target someone and then hit y when I'm attacked on 3rd bar. However, every time I attempt to use the counter, majima uses the choke out heat action instead, am I doing something wrong?

The timing is just very tight and weird, you have to press the attack button during the enemy's attack animation
