For last resort, enhance the Render Scale in Settings > Graphic Settings > Advanced Settings > Render Scale > Set it to 75%. Oh, also lower and turn off everything but UI Scale and UI Offset.
The game will looks like very low 8 bit quality, but it'll enhance your FPS. I honestly don't know if adjusting V-Sync will affect anything especially keyboard input response though.
