Yes, you have 2 cities to explore, and they are in fact heavily based on real cities, to the point that you can almost use them to get around the real locations. For example, in game Sega arcade (with real playable arcade games, mind) is located in the same place in Kamurocho, as it is in the real life equivalent of Kabukicho.
You'll be able to get into or run from fights, go to various eateries and stores, play some baseball, go bowling, run a Cabaret club, and that isn't including the Approx.100 substories that you can randomly encounter as you explore.
but still, think of it more as a beatemup with 2 cities to explore, than an open world game.
Final verdict: 9/10
Great open world, amazing story that keeps creating a giant impact in your heart after every chapter, pretty fun combat system and multiple different options to use your environment to your advantage, the side quests are pretty fun and sometimes worth your time and effort.
My main complaint is how the fighting can be a bit repetitive since you get harassed by gangs on the street pretty often, and you’ll notice yourself using the same combo or combos repeatedly. That, and sometimes the story will cut off certain routes of the city until you finish the mission, or until you get to a point where you can go wherever you want and do anything to prepare for the next mission.
This game deserves your money as much as it deserved the 40 minutes I spent typing this on my phone.
I Recommend the Yakuza Series in it's Entirety!
There are taxi's for fast travel, if walking distance isnt good enough.
Its really a matter of what you value in immersion though.
