Who is Bob Utsunomiya?
I finished yakuza 0 a while ago and just started kiwami. The game never really explained who that clown character is. Who is he? Do they explain who he is in later games?

No, the guy been in the game since original yakuza 2.

Yeah pretty much this, except yakuza 3 and 4 where in additional game modes you have to run away from him and mask yourself in his wig while doing tasks sent to your phone.

He was introduced with the completion list in Yakuza 2, then after that he was the guy that would give you post launch DLC freebies.
