Report a translation problem
open graphics.ini look for "Windowed" and "Borderless"
Make sure that windowed=0 and borderless=0 for exclusive fullscreen.
Then save the changes.
Then right click on graphics.ini > properties > general > attributes > read only > apply
This should work.
Also while your at this you could check out audio.ini, too. It gives you more volume options than the in game menu.

MusicVolume="1.000"
SFXVolume="1.000"
SpeechVolume="1.000"
1.000 is 100% volume.
If you feel uncertain about fiddling with files, just make backups beforehand just in case you f something up. This way you can easily rollback to normal.
I tried this. But both "windowed" and "borderless" were 0 by default. I changed the file to read only. It still didn't fix the problem.
It looks like fullscreen. Only con is that it lets windows run background processes so if your pc is not that powerful, make sure to have nothing running in the background that you don't really need.
If your game still starts in windowed mode then you are left with either alt+enter after every start as someone above mentioned or you could try a program called "Borderless Gaming".
I use it too for some games where I have similar problems as you. This program forces any game into borderless window mode. It is easy to use, but there are tutorials on youtube, if you need any. https://github.com/Codeusa/Borderless-Gaming/releases
It is also on Steam, if you want to support the developer, but the github link is official, too.
