Possibly-bugged Real Estate?

I've managed to get to 98% with the Electronics King real estate area, and the fight with the Electronics King has triggered, such that I can't manage my properties until I go beat him. The problem I'm having is that even after beating him, my share of his area seems to be stuck at 98%. Is there a way to fix this, and is this tied to losing the bet for properties? (I cannot for the life of me play Outrun well enough to get 5 million points, so I just gave up...)

If you have all properties bought you can still get 100% regardless if you beat Kings bets or not just by upgrading properties to S rank. So, make sure you're not missing some property.

I have all of them for the district, but I didn't realize S ranks counted towards that. I'll give that a shot.

I believe you get additional 2% per rank for each property.
