Even though I have over 30 telephone cards I can't progress his friendship to the point where I have to go to Earth Angel and he is just stuck at 80/100 friendship.

Every time I talk to him he just talks about the establishment I find him at and then tells me about a girl at the Vincent bar.

I think you have to play 3 separate times at the pool in Vincent Bar and then talk to the pool woman again to play golden ball. You will unlock her erotic video and deepen your relationship with Akimoto.

Now he just gives no hints and says that Kiryu gets around and has seen all the cute girls in town. It hasn't advanced their friendship though.

I might have figured it out but I can't check right now as I'm on one of Majima's chapters. I think when you have to collect 30 telephone cards to progress the friendship it means the cards that individual character has collected (viewable in the completion list) and not the total cards that Kiryu and Majima have collected that you can view in the telephone card album.
