If this won't help take a look at Steams controller settings.
Steam > Settings > Controller > general Controller Settings
Make sure that Generic Controller Support ist marked (maybe xbox support, too, as your controller should be using xinput now, but not sure about this one)
Test if it works better now, if not. Right click on the game > properties > controller and try every single one of the three options in the drop down menu and see what happens.
That is all that I can think of for now.
The Yakuza games are great games, but they are having a lot of controller issues. Especially when it is not a Xbox controller.
I don't know how well other games support your controller, but if you want to be sure to have the least amount of hassle you should get either a Xbox 360, Xbox one or Xbox Series s/x controller. Make sure that they come with a usb cable. Wireless can be a hassle sometimes, too.
I had read the reviews on amazon.de and bought the controller recommended by amazon. Since I have never played with a game console, I did not get the idea that you could buy an Xbox controller for the PC. I have little knowledge about hardware and actually too little time to play games. But after 2 years of Corona home office and constant stress at work, I desperately need some positive input at the moment. For me that is gaming.
That controller is probably a good one when you play old games which don't support xinput.
I have a really old Logitech controller, it is the first controller I ever bought for PC. It is from shortly before the Xbox 360 controller was released. At that time that controller was great, but after a few years with Microsoft pushing xinput and its Xbox 360 controller that old Logitech controller wasn't fully supported anymore.
So I got a Xbox 360 controller and I am so glad about it, It is a great controller and it is sturdy. I have dropped it several times and it still works after 9 years.
You are going to have a hard time finding that one though, but the Xbox series s/x is great, too (and future proof). I am using that one for about a year now, but the first one I had, got stick drift after a while, so I had to get a refund. Stick drift is when the thumb stick registers input without being touched.
I hope you can find some joy now either with the Logitech one or a different controller.
Maybe you can still refund it, if you don't get it to work properly.
