Can Kiryu send money to Majima?
Majima's club makes pennies compared to Kiryu's real estate. Is there a way to send Majima money so I can level him up normally?

Yes, both chars can send money to each other, but not before chapter 6/7.
You need access to the Investment Fund which is granted to you by Mr. Moneybags.
