Keyboard is unusable. HELP

I played the game last year and it worked fine. Reinstalled it yesterday and loaded a previous save. The character is stuck at the telephone booth and I cannot move or do anything at all. All the keys in my keyboard work, so it probably is a bug in the game. I validated the steam files, changed the keybinds to arrow keys, started a new game, yet the problem persists.
I stopped playing the game a while ago and now I cannot seem to play it at all.

I'm using 'keyboard + mouse' to play. Haven't got a controller. You trying to troll ? :)

No dummy, sometimes controller settings will lock keyboard and mouse so a user doesnt accidentally press a key causing something unwarranted to happen. You being thick on purpose?

Have u tried doing “reset to default” in the control settings?

I can move my mouse in game. The keyboard works fine in other games I play. I changed the in-game keyboard controls to default. In the controller settings, it showed that 'no controller is attached' so nothing to change there. I still can't see why it isn't working?
I haven't changed any hardware in my pc, the ENTER and ESCAPE buttons also work in the menu, but nothing else from the keyboard.
