Escort Mission (Spoliers for Chapter 13)

I'm playing on legendary difficultly, not sure if that makes a difference in terms of how much health that Makoto has when swarmed, but seriously I've almost broken my controller trying to beat this section. It sucks because you don't have the luxury of Majima's sick spins, and even with them there can be trouble if enemies surround you.

Any recommended strategies for beating these kinds of escort missions? I've tried using Kiryu's beastmode to beat them all back but what typically happens is that the person furthest away from my swings will run around and grab Makoto anyways. I've noticed there's a way to do a heat move but sometimes I will be hit before it happens, or it registers as a heavy attack and it whiffs so another random goon can come up and hit stun me again. I've tried using weapons but I run into the exact same problem where some guy I couldn't hit runs all the way around, grabs Makoto, and everyone I've knocked down gets back up before I can hit him or burn all of my heat trying to do the heatmove because "LOL I GUESS YOU JUST MISSED HIS HITBOX DESPITE HAVING YOUR ARM FONDLE HIS CHEST, TIME TO BURN 2/3's OF YOUR ESCORTS HEALTH BEFORE YOU GET ANOTHER CHANCE!"

UPDATE: I cheesed it using the “Golden Rifle” equip. you get from a pack from Bob at the shrine, it practically one shot an entire group. Still infuriating however, and would like more tips other than just using an OP shotgun.

I failed a few times but then i managed to get there pretty easily. Then again i was heavily upgraded when i got to that point and was 2 hitting most people
