Where do I find "Simon the Mystery Man"

The drawback behind the formatting the person used for that guide is that I can't Ctrl + F and type in "Simon" so that it takes me to other instances on the page that the guide is in. I'm also not seeing any kind of "Friendships" part of the guide, and I'm not seeing any listing of his location in the Completion Points section.

If I remember correctly, you'll meet a caller named Simon in the phone booth at Shofukucho South area next to the taxi.

It won't start up until you own a cabaret for the woman to work in, too, so don't bother trying to get the call before that point.
