It isn't actually. It is a digital distribution platform. Same goes for those others listed. You may be thinking of the Steamworks DRM used by games such as Half Life 2. However, Steam games do NOT have to use the DRM. If you see a game on Steam that can be launched without launching Steam, it isn't using that DRM (BeamNG.Drive for example can do this because it does not use Steamworks DRM but it does use Steam's other features).
