How to best track down Mr. Shakedown as Kiryu?

So, I just got through Majima's first portion of the game, and during my session I got a reward for a sidequest that gave me an accessory that allows me to track bad guys on the minimap, which was also very useful for finding the two Humongo Shakedowns on that map (Also thanks to the Slugger Cheese I pretty much have nothing to worry about when it comes to finances).

That being said.. I am wondering if there are any similar items available to Kiryu, so I can find Mr. Shakedown and have a go at him. Any sidequest rewards or just a general trick to finding them faster than running around Kamorocho and hoping for the best.

Substory 23 will give you the encounter finder. It does require some previous substories to be done. Won't spoil anything about it but you can look it up yourself. But I will say this: when you complete it, choose the black box.

Iirc you can get the encounter finder by choosing "black" in one sidequest, and a second is given later in a different sidequest if you miss it

Well, I missed the encounter finder, but he does appears a lot for me near Maharaja.
