You get to indulge yourself in the dramatic story of hard-boiled Yakuza life.
and at the same time you can do anything you want and just be yourself (Kiryu-self) doing Tamiya racing, disco, karaoke ETC.
It parody itself by increasing the contrast of serious Yakuza story with the goofiness of everyday life. And they've done it masterfully.
You should note that the Japanese title of the series is called Ryū ga Gotoku which translate to "Like a Dragon". I don't know anything about Japan's meaning or symbolism of mythical creatures but that title is probably more appropriate than the word "Yakuza".
Though, since the game is about the yakuza, the English title is not too far off and it sounds more interesting to a westerner than "Like a Dragon".
But we wouldn't have Zero and the glorious remakes, Kiwami and Kiwami 2, if the series never get that far.
I heard that the writer(s) have been changed after the second game.
GTA IV does have its funny moments though.[tvtropes.org]
Hell, the gameplay can be hilarious at times.
So yeah, Yakuza as the name of the series in the west isn't very accurate. It should be called Former Yakuza Who Is Bad At Being Yakuza Keeps Getting Entangled In Plots That Involve Yakuza And Must Beat The Crap Out Of Yakuza As A Result, but that doesn't roll off the tongue as smoothly.
I still prefer 4, though, it's my favorite one. Serious is better when it comes to the crime genre.

Also, the other games tend to have way cheesier main stories than 0 as well, not in the deliberately funny and goofy way, but really dumb twists and plot contrievances, sappy melodrama, etc. This game still has some of that but it's story holds back a bit more than the other games usually do and it's narrative seem at least a bit more thought out.
