I simply can't install the game

Ever since I pre-purchased the game, I wasn't able to pre-load nor am able to download the game. It simply gets to 16.8GB and then stops downloading. It doesn't matter what download location I connect to either. I keep getting connection time outs. Steam stops and then in a few minutes trys to download again, over and over.

What's more, I've tried to install this onto 3 other PCs and none of them can finish downloading the game. All stop at the same point, 16.8GB / 91%. I've uninstalled Steam, rebooted and reinstalled and nothing changes.

I've contacted Steam support 3 times on Steam and multiple times on Twitter, with zero help. So I'm pretty much screwed. I purchased a key else where, so I can't get a refund but I don't want one. I really wanted to play the game. But yet again, Steam's support is a freaking joke.

And what makes it worse is I can still download other games, just not Yakuza Zero.

I have the same exact problem but i got the game pre order on steam and don't know what to do now it will not get passed 90%

I had the same problem.
My fix: Go to Steam -> Settings -> Downloads -> click on "steam library folders" on top -> right click on your steam folder -> repair folder.
Make sure to uninstall first and restart Steam after.

I am here from the future and this bug still exists. My client downloaded the game 3 times and whenever I launched it after 100%, the client would install another whole 12.8 GB of the same thing.
