Cant access the Sega arcade rooms?

do i need to get to a certain chapter first?

There were a couple of locations I couldn't enter during chapter one. You can definitely access the arcade in chapter two though as I've just been there myself.

Wait can we access all the arcades after chapter 1 ? or just 1 or 2 or so, and have to complete further chapters in for the rest of the arcades? or can we go to EVERY arcade after we beat chapter 1 ?!

There are two arcades in Kamurocho and you can access them both once you get to chapter 2. There is one arcade in Sotenbori and you can access it as soon as you can wander around that city

And dont forget you unlock more machines playing the games and certain substories.

For Super Hang on-you need to maximize your friendship with Luka in Nakamichi's Arcade.
For Fantasy zone same, but with Kyoka (if I remember right) in Sotenbories Arcade.
