It only makes the AI slightly harder than Hard mode, more hp, more defense, that damn rail shooting segment and much more aggressive.

Legend difficulty (ex-hard) prevents you to retry/load the last checkpoint when failing, forcing you to load back where you last saved.

So try preparing everything before you start the quest.

So that rail shooting will be the only problem because of the no retry. I really fu##### hate that section of the game

Yeah, i just toughed it out and just got better with each try with the rail shooter. There are a total of 5 skipable cutscenes which i think is rough. Use your heat eye and go for head shots to take them out in one hit. Watch a Youtube video of the run before playing so you are ready for everything. The worst in my experience is are the guys who ram the cars into you cab. It's doable, just tough. That is the only majorly difficult thing you have to do as part of the main quest.

Also invest a lot in your skills. Use the "Mr Shakedown" money exploit to get 9 trillion yen so you can level up your legend fighting style.

Now i'm scared to even try it. haha
Here are some things that I recommend doing on your legendary playthrough

1) Invest all of your Challenge Points in Battle items. So you can get Kiyru's and Majima's golden weapons and so you can max out your legend ablilitiy tree. If you max out that, then put it in Business.

2 Max out your Legend ability tree to at least level 5.

3)Befriend Mr. Moneybags for Kiyru. For me, it feels Kiyru makes more money than Majima that doesn't require doing the caberet mini game each time. so you can just give Majima a large sum to upgrade skills

4)Befriend Mr. Libido for Majima because you get access to a special item "Incomparable Habu Drink" which restore all your HP and Heat to max. you can only buy this on Sobriti so Kiyru can go there and stock up.

5) Do the business side quest for both to get the legend ability

6) Mr Shakedown money exploit. When you cash in your CP for abilities you get a perk called "Mr Shakedown Deep Pockets" what you do is get like a large sum of cash (1 billion), find mr shakedown, lose to him so he takes your money, then find him again and beat him. The perk will give you about 30% more back when you win including the money you \lost to him. rinse and repeat. you will have about a trillion dollars after a few encounters. This only works with Kiyru.

7) SAVE OFTEN

i mean i beat it faster than i thought i would. After 4 tries or so, i watched a YT video and like 3 tries later I beat it. Bad side is i didn't get to enjoy the story after because I just wanted to get to a save point and skipped all the cutscenes after the car chase. You can do it man. I believe in you LOL

it's kinda funny, because if you ever die in legend difficulty, you could just alt tab, close the game, launch it and then your save on legend difficulty will still remain

the "secret bosses" are a huge endorphine rush when you beat them on legend
