Did they move some phone cards?

I'm in end game freeroam and I'm trying to find everything before new game plus. Some of the cards aren't where they should be....

Now, I 'think' I found cards in some of those places, but not the correct ones.

I'm missing Haruki C, which should be at Taihei Boulevard and Theater Square Alley, but it isn't. I might have found a card there, but I don't have Haruki C. Also I don't have Emri B or C, which should be in little Asia, and I'm pretty sure I got cards in little Asia, but not these.

Lastly I'm missing Maika B and C. I'm still looking, but if anyone knows if some locations got flipped, please let me know.

Found the Emri cards... I'll check the Maika ones again...
