New game +?
I am not sure how close I am to beating the game at this point, maybe half way there? I was wondering if there’s a new game plus mode once I beat the story, and replay all of the missions from start to finish with all of my upgrades from the first play through. Is there?

There is two modes after you beat the game; Premium Adventure (where you use the complete game load to continue playing in the sandbox, able to switch between characters at safehouse and use those cosmetic clothes) and New Game Plus (which starts the story/substory's over again but keeps your money/unlocks/equipment). It also outlines all of this when you beat the game anyway, so i didn't need to say this anyway :P

Well you probably didn’t need to, but it was necessary, since that is what I asked for in the question AND I have not beaten the game yet. This was very informational, however, so you basically told me what I needed, and wanted to hear. In that case, I thank you for your time and well thought out answer.

Can I jump directly into a NG+ legend playthrough after I beat the game for the first time?

no, can't do legend in ng+.
