Rush is the true underdog of this game and expecially kiwami
It's also probably the first fight where managing your Heat is important. Those little rush jabs can fill your Heat, then you can switch to Brawler with full heat for faster punches that actually stun Kuze. While your Heat is at 2-3, remember to finish your combo in either style with a Triangle (Heat) attack to knock him down and follow up with another Triangle (Heat) attack while he's on the ground for heavy damage. Brawler will do a lot more damage to him, faster, but without Heat it's too slow to be effective.
You're gonna hate Chapter 5 when the random street punks start fighting like rabid wolves and regularly threaten to overwhelm you.

Its fine with a keyboard.
If I buy a game from a PC store like Steam and it's a rush job not designed for PC but use for a controller, or it's unplayable with a keyboard then it's negative review I leave is justified.
Yakuza 0 is fine, just a dodgy camera which is expected.

If you can get behind him you get at least 1 free combo.
At the end of the day the combat is just really poorly designed compared to the industry standards these days. All the later bosses are exactly like him.
And as someone else said rush mode + dodge while left clicking helps after you can unlock that. But it never really gets to the point where the combat is tolerable.
Healing items break the game. Stack up on those and you'll win everything first try.
So no - not all asian console games have to have ♥♥♥♥♥♥ controls on PC.
Ys is an AA title at most in terms of budget. You can and should expect more.

I think I beat the chubby guy in the Rush (dodge) training by literally running in circles and never had to actually dodge an attack.
I've also read a guy stood still while holding block, (beast mode maybe)
And he didn't even move an inch the whole match
For Majima, Breaker sweeps these guys pretty nicely from I've seen.
For Kiryu, if you don't have pick-ups or are too tightly grouped with the enemy to get something picked up, then you're stuck with Rush poking or... running around like a chicken with your head cut off until an opportunity arises.
I feel honestly pretty stupid running around looking for a ♥♥♥♥♥♥♥ bike to pick up and break over my enemy's face, but it works... it works well.
