[HELP] I think I've got a HEAT bug

I was enjoying this game quite a bit until I got to chapter 7 and got hit with what I presume is a bug. I can't gain any HEAT.

To be more specific, a little bit of the way through chapter 7 I just stopped being able to gain HEAT by any method. Nothing happens when I hit enemies, HEAT regen items do absolutely nothing, and I can't even get any by initiating any training sessions where you are granted HEAT in order to complete them. If I initiate a training session that requires HEAT, the meter just stays empty and I get stuck just fighting the trainer endlessly because I can't trigger the necessary moves to progress.

I've tried a number of solutions, but none of them work. Restarting the game didn't fix it, and reloading a save from before it happened just means I get stuck with no HEAT earlier on. I'm more than a little bit annoyed by this, as it basically makes it impossible for me to learn all the moves and basically bars me from fully completing the game.

If anyone here has any idea what this is and how I may fix it (if that's even possible), then please reply as soon as possible. I don't want to have to abandon this game mid-stream. If you can help me, please do so.

Check if you equiped items that prevent you from gaining heat.

Damn I had the same problem it turns out the "Calming Towel", if equipped, will prevent you from gaining heat
