In my opinion Majima can look much younger but he needs to do some haircut.
He can look about 3-5 years younger without long hair.
Of course he also needs to stop smoking.
In kiwami we can look at Kiryu and Majima and i can say Kiryu looks much younger then he really is but Majima...

Kiryu is actually younger than Majima by like 4 or 5 years. Hence Majima referring to him as Kiryu-chan.

The hell no he doesn't look like he is in his 30s. The devs really made the effort to create his look match his age, smooth face with no wrinkles. Yeah this totally looks like a person in their 30s (even in 30s many still look like they're 20 due to smooth skin, shaved face & less wrinkles)
