They dress way too fancy for regular street thugs or "gangstaz".
My guess was they were repo men. But since our protagonists didn't owe any loan shark money, so this probably didn't really make sense...

They are just your stereotypical "federal agents" it's up to your imagination of who they are and who they belong to.

There's assassins after Bacchus who dress similarly. It's possibly that they're all hitmen hired by the Yakuza to eliminate Kiryu. Makes more sense than risking your own young Yakuza thuglings trying to take down a huge badass like Kiryu.

Now for Majima... who knows?

It's probably foreshadowing for Yakuza 3. Not revealing anything seeing as how the remasters are a thing that will hopefully get a native port to PC...

I'm pretty sure they're triad members. They fight using kung fu, sometimes even wielding chinese broadswords, and wear chinese tangzhuang suits. As to why they hunt the protagonist, I don't know, why does anyone? maybe they're from the Snake Flower Triad under Lau Ka Long. Kiryu supposedly had a run in with him them at some point between 0 and the first game, and only managed to escape because Kazama rescued him.

tangzhuang? I don't actually remember seeing any of them wearing tangzhuang though... Their suit and tie look rather... western

Oh yeah, you're right. I guess I was mixing them up with withe enemies from other games. They do use kung fu though, unlike the yakuza, hooligans and bikers.

The Italian Mafia actually speaks English during fights but you won't face them in random typical street fights so no, these people aren't the Men in Black.
