Chapter 17 "Black and White"
So i can play the final battle with Majima or with Kiryu? Or with both characters? I'm a little bit confused.

The story will force you to play both characters anyway. Regarless.

Both, Majima and Kiryu.
They have a different ending story with different bosses to fight.
