fixing weapons/realoding guns

is there any way to fix broken weapons, or to realod guns ammo? still in chapter 2...

Eventually, yes.

I don't think in Chapter 2 but you will be able to repair which is also how you reload weapons later on in the game.

First, you can try your luck in 1 million (if I remember right) Dream Machine. Sometimes, it drop Repair Kit.
Second, in chapter 3 (Kiryu-in 5) can repair weapons in Dragon&Tiger shops.
