We already know 3 isn't getting the kiwami treatment (as well as 4 and 5) as they've stated they're not gonna make any more and the remaster of 3 already exists on ps4 in japan.
6 is the most likely as they have experience with the engine with kiwami 2 and there was that leak a while back with one of Segas fiscal reports that stated 6 was gonna be on pc, albeit stating that it was to be released alongside the release of the ps4 version which obviously didn't happen
Yakuza 5 would be like a copy paste job for them though, i think it's the next closest to Ishin then 0 .
Sadly Ishin! & Kenzan! are probably going to approach Mother 3 meme status.
