Thanks for the heads up. Do you have any description? I haven't seen anyone out of the ordinary or with $ signs above their head like a Mr Shakedown
I don't know exactly how their payout works, sometimes I get 7mil out of one of them.
They often don't try to fight you, so you probably have to bump into them to get them to fight.
All the side quest people I had not done are also gone. I'm on the finale now and still haven't seen anyone in a pure gold suit or a shakedown either. I think i'm just going to give up the search and look forward to moving onto Kiwami. Thanks for your help though :)
Edit: Now I am on the finale, everyone has shown up again. Nouveau Riche, shakedown and side quests XD
I almost never see Mr. Shakedown as Kiryu. Get the Encounter Finder or whatever it is and use it. It shows you where he is on the map, and suddenly you'll realise he's always around.
Nouveau Riche also are pretty rare, and harder to find with Kiryu. I don't think the Encounter Finder helps as much with them, as they don't have a unique pip on the map. Instead, you can just keep checking every solo pip and hope it's one of them.
Majima on the other hand usually has no problem finding either, I guess because the area is smaller and is mostly just 2 rectangle loops, so just running along the main routes you're going to run into one eventually.
