You can place soil anywhere except barren terrain, and anywhere you have made a road/clearing (or building that includes a road/clearing).
If you cannot place that 'field' it's because it's not the right season. Mouse over the season icon and it will show which ones it can be grown.
Knowing that it works on the natural plants/trees that exist on the map is a huge deal as well, significantly boosting the output of the initial gatherables.
You can't till under the berries in the forest.
With regards to being unable to till under something, haven't really experienced that (besides when it's still growing); my first guess is that perhaps these bushes/trees were on tiles that were not/no longer 'Fertile' soil, instead being 'Dirt' or something.
I'll have to keep playing around with it, but from my limited experiences on my one current map, it's boosted production from bushes and trees that were there on map creation.
The tree in question isn't in season so i can't be sure how it's yield would be effected mid season, but i'd assume it would update.
