It's kind of an involved process. You will have to do some setup on your router to enable port forwarding in order for your friends to connect to your computer.

Here are the instructions: https://wiki.soldat.pl/index.php/First_Server#Determining_Internal_IP

Just go through the "Determining Internal IP" and "Generic Router Setup" sections.

You also don't need to use the dedicated server option - when you launch the game, go to options and make sure you select Internet instead of LAN. Now when you start a game, it will automatically be listed as a server and your friends can connect.

If you don't setup port forwarding, your friends will still be able to see your server, but it will have a ping of 9999 and they will not be able to connect.

Hm, there is option for lan? could that technically be easier via stuff like radmin vpn or hamachi than doing the router thing?

Yes it would work, but you and your friends would all have to install one of those solutions to get it to work. The router config is just work for you. The router work should only take 5 minutes if there are no mishaps. I would try the router solution first if you and your friends don't already have LAN solutions installed. Fallback to the LAN solutions if you can't get the router to play nice.
