I think I stuck at the same place. I found the key in the safe, which I guess allowed me to open the tower and pick up another gun. But the gates won't open for me.

Couple years late to this but I think I know what you are stuck on. If you are trying to get through the large double doors to the police station, you need to go back to the double doors and touch them after blowing open the vault and listen to the line where the doors are stuck. Once the dialogue is played, you can go to the police doors that are now unlocked.
