[SOLVED] Seems to put my GPU into over-drive?

Running an i9-9900 with an nVidia 2080Ti and this game causes the fans on the GPU to spin up as soon as the first splash screen comes up? When I looked in the options it's got everything set to "Low" so this is a major concern that if I tried to actually turn things up it's gonna cook my computer!

The videos I've seen looked amazing, and the specs on the store page would indicate that my PC shouldn't even blink running this game at Ultra settings. But I'm not risking my rig for it...

Evidently the setting for V-sync within the game is just for show. I had to force V-sync through nVidia control panel for this game and now it doesn't try to cook my PC.
