This video requires a license to play which cannot be retrieved

Though according to steam, I have the latest steam client update according from the steam client under steam and "Check for Steam Client Update" or is there an update coming for the steam client?

The client update was pushed out yesterday if I am not mistaken, so chances are your client might already be up to date if you closed/launched the client after the update.

I see, not sure then what is preventing the video from being able to retrieving the video license then.

At this point, what would be the best way to reach out to steam support since from the steam support links provided, the only options that it leads towards is is refunding the video which I don't want to do. What would be the best way to reach out to steam support instead of going in circles from the links provided?
