poopy graphics when liveries get small

my graphics go screw themselves whenever i use kino to make my decals smaller. one of my homies told me to verify my game, anyone know how do that or what he means? he also told me to redownload kino and make the decals bigger. i alrdy have graphics settings on ultra as well

Try turning off texture compression in the game settings.

I have vinyl texture compression off....and still all edges no matter the scale are pixelated mess.
