What DLC to buy?

I'm interested in getting this game, and I want to make sure I get all the content I want for it, but I'm confused on what you actually get in all the different DLC packs and what is worth buying.

What does the Deluxe DLC actually include? Is that content that I wouldn't be able to get in the base game? Or is it just early unlocks for stuff? Is there any content that buying Deluxe won't give me?

What I'm looking for is a version of the game that has all the cars, and all their upgrades and body customisation options, as well as all the tracks/environments. I'm not bothered about minor customisation options like stickers, or early unlocks and XP/money boosters, unless the game is excessively grindy that is.

Also as I've been looking around for answers to these questions, I've seen a lot of people talk about how the game will deny access to DLC you already bought as if you no longer own it. Is this a real problem? Also is there any kind of subscription or other hidden cost that isn't shown on the store page?
