low FPS and map glitching (fixed camera bug)

i used to get much much higher fps, now it wont go above 20fps. i have an overclocked 2700k and rx580.

also when i start any race the camera is fixed above the map and does not follow the car, i can control the car on the mini map but cannot see what i am doing. the camera just stay as attatched photos depict.

i had once a RAM overflooding bug in this game, my pc would almost ♥♥♥♥♥♥♥ die, it should down my actual gpu n ♥♥♥♥ an,d my pc switched to integrated graphics xD
but after like a day of doing nothin i booted back uop the game and all worked again.
so idk how u could do it man
