Workshop Mods

Yo, all. I am very confuse over how does this system work for example i see other mods for example R34 Wagon, RTR or a better PS13 silvia. But when i use my mods for example Mitsubishi GTO or Nissan 200SX S14 Zenki noone can see it other than me. Is there a way to upload mods? i searched the whole of steam and couldn't find anything in Steam Workshop. Thanks for help.

the system works like the l4d2 system where if other people downloads the same mod you have they will see it

Only workshop mods work - I have found no way the devs have documented on how to upload at all. Locally downloaded and installed files will only show client side, models subscribed too on the steam workshop will be downloaded for other players.

Would be great if the devs could actually document their changes and tell us how to upload to workshop.

people drive real car models that don't show in the game nor do I have a mod for them

Hey mate any update to this? I'm also looking for like 2+ weeks now and can't find anything about it. Did you ever find a solution or give up?
