1. set the graphics quality to low
2. turned off smoke, vsinc, anti-aliasing, and dynamic shadows.
3. set the resolution to 720p
4. turned off the rearview mirror

If thats the case, I dont know. im running on a pretty low spec system (Intel HD Graphics). I tried doing research on the internet and only this discussion pulls up. Maybe talking to the devs might help?
But for me its locking at 60FPS but the frame times seem really busted, so bad that it makes it feel like 30.
