Steam Cloud unable to sync issue

the main issue with this is that, it never saves any game I'm doing, which makes the game basically unplayable considering I'd have to start over again and again with zero progress made. I've already been through the process of clearing the games cache, verifying files, enabling and un-enabling cloud sync, making sure no anti-virus was blocking the game from making new save files (I specifically made sure that steam was allowed on the anti-virus, I couldn't do it individually for cattails, and when I tried to see if windows protection was blocking it, It didn't even show up at ALL on the list, the one thing I found off) so, yeah. Any extra useful tips that I haven't done yet will help. f.y.i its only Cattails doing this issue, all my other games are perfectly fine, and I have plenty of storage remaining on Steam Cloud.

alright, so, update, I manually added Cattails to the Windows Defender Firewall, and I went into the game files and booted up Cattails.exe with administration, and It fixed the cloud sync issue, but it still didn't save the game, and when I exit the game, the issue comes back. And, for some reason, I can't find Cattail's AppData? I looked in the previous discussions similar to mine, and copy and pasted the file path, It says no items match the search. And I made sure to go through the process where I can see hidden files, and go through the file that's the name of my pc, I can't find it! I specifically searched, %LOCALAPPDATA%/Cattails, and its not there. Could this be the issue? (I tried deleting the game and reinstalling it, didn't do anything.)
