What we mean when we refer to that, is to run around in the festival withought leaving and catching a bunch of bugs. over time they will just keep spawning, and since time and hunger are frozen during the festival, this is why we do this specificallty then.
Your point is for the most part correct except, buying them doesnt award the acheivement, which is honestly the main purpose of spending the time to farm them. I recommend buying them for the main quest but to get the acheivements you must actually catch the bug.

I just wanted to make sure it was possible before I spent that long looking, only to find out it they don't appear there for some reason.
I tried for maybe an hour, but it seems like I just have to stick it out longer.
I agree that's pretty annoying but at least I would now I am able to get it instead of waiting for another year for Spring to come again.
