Eliminate russian sniper team

Im stuck in this part of the game. Tried a dozen times in the last week but I can't finish this mission. I kill all the snipers in the area, but for some reason the remaining snipers don't spawn. I tried running around the whole map making noise to see if any of them is hidden, reloading the checkpoint, restarting the mission. But nothing seems to help. I step on the checkpoint marker and it doesn't trigger anything

Although it's been a while since you guys posted, I've got an additional solution for that:
When you're wandering around and it seems like there isn't any russian sniper left, head back to the basement in which you killed the officer before. Beware: Two more enemies will wait for you down there. Afterwards, head back to the door of the cellar. The last sniper will have spawned in a far tower to your right. Kill him and the level is finished.

Maybe this might help somebody in the whole wide world :)
