Report a translation problem
I found a solution or the problem, however you want to look at it...
I started the game with default game settings, turning off the tutorial is what broke it.
Apparently you have to turn off the tutorial before starting the game, I turned it off after starting the game, turning it off then restarting from the beginning seems to have fixed it.
The thing here is, you can't really shoot, or do anything else than what the tutorial is teaching you, until you've gone through that part of the tutorial. IE. You can't do anything else except use the binocs during the tutorial about using the binocs. Once you're in the 'actual game', it should be fine.
*edit: as to your video 'demonstration'; the game tells you to shoot the guy with the silenced pistol, and you're trying to shoot him with the sniper rifle. Probably why you can't shoot.
