edit: i got the rasengan and the earth bolder. and ive only been playing like a month, if that. SO based on how i had a bunch of broken ninja tools and then suddenly after apraising scrolls i have two less broken tools than when i started... THAT leads me to believe that they CAN be unbroken.

"Scientific Ninja Tools are types of Ninja Tools that grant the user a unique ability, depending on the Tool acquired. These are the only universally usable Ninja Tools in the game to date.

Kinda looks like they can be unbroken.
. . . They can't be repaired. :|
You can get new ones, but the Broken Scientific Ninja tool just sits in your inventory, and there's nothing you can do about it for now. :/
EDIT: If/When you figure out how to do it though, let me know! :D
both of those tools used to be broken, they specifically said broken tool and now they dont. I dont know how you can say they cant be repaired or replaced because they were. when i first started i specifically had 7 broken ninja tools; now i only have 5 and the other two have been repaired.
edit: which happened through the apraisal of the esoteric scrolls. all within the past month.
It very well could be that it's a new one that you got from scrolls? In that picture, it's a regular tool and not one of the temporary ones as those usually mention a timer somewhere in the description.
EDIT: Yeah, from looking at my own inventory, just like yours, one particular broken one is above all the rest, while the rest of the broken ones are below. That tells me that like, maybe the very first temporary tool they came out with was a little different than the other ones somewhere on the back-end somehow.
None of my tools have been `restored`, but I know I definitely found real ones in scrolls, which probably explains why they show up in your inventory as they do.
EDIT 2: Infact. . . I just pulled four of the tools out of my delivery box because they were already broken. But they weren't added to my inventory as clutter. The way they were `restored` for you, most likely, is in the form of just getting another identical, TEMPORARY tool that will break in like two weeks. Though those two in your inventory from the screenshot most definitely are the regular variants that you get from scrolls.
edit: they have been the basis of some of my builds so far, so i mean i HOPE they stay. I feel like if it was temporary the earth one would have been deleted already, i got that one like week one of playing and it has stayed in my inventory over three different event periods. i got it at the end of not the last event but the one before it. the rasengan i got on during the last event. if in like, what, a month from now, if i still have them am i finally going to have my experience be validated?
edit 2: just thinking, if they were "new" i would still have the original 7 that i had plus the two new ones, but i dont. i had 7, now i have 5.
When I pulled those four new broken ones from my delivery box or whatever, I started with five and am still at the same; they probably were trying to work on a way to reduce the bloat from the broken ones, but they're probably a bit different in a way. Like, for the same reason why we both have that one that is above the real tools and the other four beneath it.
Looking at that description and their name, though, the ones you got definitely aren't temporary, so no need to fear losing them! :D
EDIT: I should have at the VERY LEAST like, nine broken ones. Not five.*But I've got five as well, anyway, much like how you should have seven.
Pretty sure some I don't have came out while I was taking a break. I like, never really use the things since a kunai is more valuable, to me. :O
