i can't use my ninja tool and dodge

when i go into a round i can't use my ninja tool and dodge. they are simply crossed out with a red cross. is this a bug? or why is that. need help urgently

You are using the Buttoned Outfit: Black Crane,

It has one of the best perks in-games that would benefit a lot more with builds and Jutsus that complement it.

As to why the Ninja Tools and Substitution Jutsu are locked, it's because this outfit Special Perk does these 2 negative stats, but in return you get 30% Increased Damage and 30% Increased Ninjutsu Damage, it also gives you a 30% cool-down reduction on Ninjutsu and an extra 200HP on top of your baseline HP if that isn't enough.

The official game description sadly doesn't inform you of the actual value of the boosts and buffs given, if you wish to read them then I will write them below if you are interested.

Top Perk - Valiant Champion : Increases close range attack and Ninjutsu strength, but makes the user unable to use Ninja Tools.


Bottom Perk - Bold & Brazen : Decreases Ninjutsu cooldown and increases max health, but makes the user unable to use Substitutions.

Also bonus points if you use the special accessory that came out with this outfit.

Upon deflecting an enemy, their defense is lowered by 30% for the next 8 seconds.

You can pretty much easily KO them with the right setup.
