You can perform well enough with all the "free" stuff you can get without the DLC masters. But for the best builds, you probably want some jutsus from the paid masters.
I'll put it to you this way: Even if you have all the jutsu unlocked from day 1 I guarantee you will still get smacked around. Ultimately the game is skill based and the jutsu are there as tools to compliment your playstyle. That being said, once you've put your time in and decided upon a role (ranged,defense,attack,healer) then I would recommend purchasing DLC as it will give you more jutsu to create builds with.
But... Don't expect to win the majority of your of battles if you que solo, sometimes you just have to take that L.

There are some good DLC Jutsu, but there are base game jutsu that literally make it so the opponent can't use those jutsu. I literally win most of my matches with the base game Jutsu.
If you can't move/combo in the game, OP DLC Jutsu isn't going to help, and even then, the base game jutsu will get the job done if you can move/combo
