i'm sure you'll have to finish the Deidara VR missions. that's all i can think of.

I was also thinking you know how you appraise you scrolls that might help as well. just luck of the draw i guess. Hope this helps.

Once you unlock him as a VR Master, leveling him up as your trainer or whatever should unlock it for you. Could be wrong tho'.

well there also isnt kimmimaru and a dozen other cool characters but you get 5+ narutos and sasukes and. They should have just added those as costumes and actually add the other real characters there is so many missing... dont need 5 narutos and 20 rasengans and 20 chidoris
